IV PROJECT DURATION:  3 October 2018 to 3 October 2021.

V TASK & DURATION:   Association of  Electronic Media in BiH (AEM) is looking for legal entity to implement strategic and creative communications planning and execution for Media campaigns in mainstream traditional and new social media, driving an integrated outreach across traditional and digital media channels including mobilizing influencers, celebrities, media and corporate partners to build and mobilize support. Promotional and media campaign should be realized in three separate cycles in the period from April 1, to September 30, 2021.

VI BACKGROUND

AEM- the Association of Electronic Media is non-profit and non-political organization in Bosnia and Herzegovina established on 2002.  AEM currently has a 130 members mostly local TV/Radio broadcasting stations.  Basic Association goal is :   encouraging and improving services of production, transmission and broadcasting of television and radio programme.

Since the beginning association was working on improving the program and service quality of Association members to develop domestic production of television and radio programs. AEM was the association that started the initiative to lawfully determine optimal conditions for a quality and unrestricted media coverage.

Currently AEM is providing professional help regarding  protection of copyrights of the Association members, as well as rights of other subjects rights whose services are used by the Association members to achieve adequate working conditions for Association members businesses.

AEM was the main in coordination of activities in establishing labor-technical standards for the members of the Association and encouraging and helping with the realization of joint production of TV and radio programs from the Association members.

Currently AEM is enrolled in project together with BHJA on project „There is no free society without freedom of media, there is no freedom of media without credible journalism”.

VII ABOUT THE PROJECT

Since 2018. BH Journalists Association (BHJA) and the Association of Electronic Media in Bosnia and Herzegovina (AEM BiH) implement the project „Free media for free society“ in order to support the involvement of the civil society in the EU integration process in Bosnia and Herzegovina, including the implementation of the sector strategies and policies related to media that will influence decision making when it comes to freedom of expression- one of the critical area for the EU integration. Specific objectives:

  • SO 1 To support media associations to establish a Media Interactive Exchange Hub as a tool for a joint professional exchange as well as for advocacy against endangered journalists’ independence and integrity BiH and as a tool for dissemination of education and trainings re: EU standards in the field of media freedoms and reporting
  • SO 2 To provide Training and Professional Expertise to the Core of Journalists and Editors in local media in order to improve professional journalistic standard and to develop qualitative and trustworthy investigative stories for benefit of their audience Training for CSOs on media literacy;
  • SO3 To support stronger networking among media and CSOs by building a Media Content Laboratory that will use modern gadgets and innovative approaches for producing, keeping and exchange of investigative media stories between local media outlets across the country and for presenting showcases against journalists’ and media’ malpractice.

VIII OBJECTIVE OF THE MEDIA CAMPAIGN

Three mainstream and social media campaigns will be produced and launched in order to reach 2,7 mil people. Communication/ Awareness raising campaign will focus and interpret key messages: many journalists in BiH work under inflicting political and other pressures. Threats and attacks on journalists increasingly result in censorship and self-intimidation. Therefore journalists avoid reporting on controversial topics. Media community need to strongly advocate for EU standards in applying different mechanisms for protection Conducted by a subcontracted service provider, it will secure development of the campaign strategy and communication tools: visual identity and slogans, media buying and production of advertisements (print, radio, TV/video, online), organisation of public visibility events and maintenance of the social media profiles. In order to reach target audience via various media and media formats, but also via various campaign activities, we divided media campaign into four parts

THE PURPOSE OF THE PUBLIC CALL

The purpose of this public call is to  hire a legal entity from Bosnia and Herzegovina that has the capacity, experience and professional expertise related to media campaings and proven experience planning and executing successful advocacy campaigns and experience in innovative communications and marketing techniques. Corporate commitment / values aligned to freedoms, rights and responsibilities of journalists. Our intention is to select a company through the public tender for the purpose of making a design project, preparing visibility material (banners, posters, pencils and notebooks) as well as for public campaign, public events and media campaign placements.

IX TASK & DURATION

AEM is looking for legal entity to implement strategic and creative communications planning and execution for Media campaigns in mainstream traditional and new social media, driving an integrated outreach across traditional and digital media channels including mobilizing influencers, celebrities, media and corporate partners to build and mobilize support.

In accordance with the Communication and Visibility Plan ( which is approved before) , the placement of promotional messages and promotional packages (banners, videos, etc.) should also include the Euresrs.ba platform  ( www.euresurs.ba )in order to increase the visibility of project results on that EUD informational channel, and to communicate key project achievements with audience of the EU Resource platform and CSO – grantees,  whose projects are funded by the EU Delegation to BiH.

Promotional and media campaign should be realized in three separate cycles in the period from April 1, to September 30, 2021.

X SCOPE OF WORK

The selected legal entity is expected to work in consultation with the AEM team in designing, developing and implementing Campaign strategy. The following key components are envisioned:

Design, development of creative solution for Media Campaign strategy implementation:

In consultation with the AEM team the selected legal entity will be expected to design best suited to meet Project’s objectives and planed activities.

Media Campaign in mainstream traditional and new social media:  Three mainstream and social media campaigns will be produced and launched in order to reach 2,7 mil people.

It is important to include at least 35 local TV and radio, as well as print, news online portals and social networks. Communication/ Awareness raising campaign will focus and interpret key messages: many journalists in BiH work under inflicting political and other pressures. Threats and attacks on journalists increasingly result in censorship and self-intimidation. Therefore, journalists avoid reporting on controversial topics. Media community need to strongly advocate for EU standards in applying different mechanisms for protection Conducted by a sub-contracted service provider, it will secure development of the campaign strategy and communication tools: visual identity and slogans, media buying and production of advertisements (print, radio, TV/video, online), organisation of public visibility events and maintenance of the social media profiles.

Media campaign is divided into three circles.

 

Production:

  • TV and radio clip, 20 seconds on prevention of threats and attacks on journalists;
  • Production of PR articles for Internet
  • Production of PR articles for newspaper on Action’s advocacy results;
  • Production of internet banners (generic ones);
  • Production of content for social networks (texts, pictures, videos, etc.) events coverage, highlights from TV program etc .
  • 5 minutes documentary feature, as a result of professional discussion and action with media, journalists, CSOs and officials in 5 local communities.
  • At least 6 info graphics and video clips will be produced; these products will include and present key communication messages and main findings from research, publication and ect.

 

Media placement:

 

TV Campaign Production of TV spot duration up to 20 sec and broadcasting in period of 30 days, once per day on the following local TV and radio stations : TV Hayat,  RTV USK, RTV Zenica, RTV  Goražde,  RTV USK,  RTV TK, Kanal 6,  TNT radio Travnik, TV K,  TVSA, TV Radio NES, Radio Herceg Bosne,  Radio Corona Trebinje,  Free Radio Prijedor, Radio  postaja Vitez, as well as on  three PBS in BiH.  The TV campaign will promote importance of journalists’ safety and Media Content Laboratory.

Print campaign will be implement trough three daily newspapers, at least 7 news portals and 4 social networks and several web /information platforms of CSO and media associations; Placement of two stories on Media Content Laboratory and its importance for networking and exchange of information among journalists and media community as a response to negative trends of sophisticated pressures.

 

Visibility of the action:

 

Development of the campaign strategy and communication tools will be developed in accordance to the rules of the EU funding visibility and EU Visibility Guidelines. [1]

The nature of the project requires it to use media and communication with the public as a tool for achieving its objectives. The project itself relies on achieving strong European Union visibility. Hence no visibility measures need to be planned or budgeted to ensure the visibility of the EU funding in addition to the project events.

XII COPYRIGHT

The content of the information obtained during the engagement of the legal entity is subject to protection and is owned by AEM. Use of such content, in whole or in part, by third parties without the permission of the owner is not permitted. The use of information is possible and justified only if such use is an integral part of the project activities being implemented.

XIII  REPORTING

The legal entity will prepare reports and documents according to the scope of the TOR and agreed with the AEM Project manager, as well as in accordance to the present time plan. All reports must be submitted in English.

XIV BID VALUE AND PAYMENT

The max. available value of the contract for the all three cycle of campaign will be under  36.000 EUR which includes all relevant taxes, contributions and fees on the value of the contract. The financial bid must not exceed this maximum amount.

XV QUALIFICATIONS AND REQUIREMENTS

The Legal Entity must:

  • Be registered in accordance with the positive laws of BiH;
  • Has at minimum 5 years of experience in organizing media campaigns
  • Has a good relations and established cooperation with the media and civil society organizations from BiH, which will be confirmed through the list of previously implemented educational projects and activities, as well as with other documents relevant to this condition;
  • Proven experience planning and executing successful advocacy campaigns;
  • Proven experience organizing and managing large scale public events;
  • Leaders in innovative communications and marketing techniques;
  • Possesses the knowledge, capacity and equipment to implement the necessary measures to protect the spread of the Covid-19 pandemic.

XVI METHOD OF DELIVERY AND DEADLINE

All interested applicants must submit the following documentation, no later than 25th

 March 2021. until 11:00.

  • Technical application

The technical application should contain a description of the actions that the legal entity intends to take in order to respond to the requirements of this ToR. The obligations, listed in the points: X – Scope of work, and XI – Time Plan, should be described especially carefully and comprehensively in the technical application. Also, an integral part of the technical offer should be the staff CV and a list of references and work experience or delivered consultations confirming the qualifications listed under point “XV” of this task description.

  • Financial offer

The financial offer must be in accordance with point “XIV” of this task description, noting that all tasks listed under points “X” and “XI” of the task description have been taken into account.

  • Selection
  1. CHOICE OF THE BEST BIDDER

The selection of the best bidder will be done by a three-member commission formed by the project partners BHJA and AEM, and based on the best evaluated technical and financial bid.

After the selection of the best bidder, a special agreement will be made, which will define the obligations, rights and agreements between the AEM and the selected legal entity.

  1. RISKS

The Client – AEM, reserves the right to terminate the contract if the selected legal entity does not comply with the provisions of the Contract, the scope of work as well as the time frame for the implementation of activities.
